MEETING OF DRAYTON ST LEONARD PARISH COUNCIL
Minutes of the meeting of Drayton St Leonard Parish Council held on Monday 13 June 2022, at the St Leonard and St Catherine Church.
Present: Cllrs C Dickerson, G Farrant, E Hayter (Chairman), D Hinde and C Wellbelove

Cllr Wellbelove was elected chair in the absence of the Chairman
20/22 Apologies for Absence – None
21/22 Minutes
It was resolved that the minutes of the Annual Council Meeting held on Thursday 12 May 2022 be signed with no amendments.
Cllr Hayter arrived at the meeting 7.41pm and took over the Chairmanship
22/22 Declarations of Interest and Dispensations
No declarations of interest were declared.
23/22 Public Participation and Public Questions
Mr Beardmore who had requested to address the council was unable to attend due to illness but had informed the Chairman of his support for the installation of a bench at the Ford.
24/22 To approve payments

It was resolved that the BHIB Council Insurance invoice be approved for payment.
B Helping You Limited
Local Government Act 1972, s. 111 Internal Auditor £ 50.00
It was resolved that the Helping You Limited invoice be approved for payment.
25/22 To receive and agree the financial statements of accounts for the year to date.
It was resolved to approve the Financial Statements without any changes and the Natwest Business Current and Business Reserve Statement presented be approved and signed.
26/22 To receive and agree the Internal Auditors report year ending 31 March 2022.
The Internal Auditor had found two small issues during the Internal Audit.
1) The Fireworks payment stated as £1,277.76 in the minutes for November 8th whereas it was £1,097.76. The difference of £180.00 is the discount taken on the payment.
2) A payment to Community First for £35.00 for 2020-21 for retrospective approval on 4 May was not made. The Clerk had brought the issue to the Parish Council’s attention under minute 09/22 on the 12 May 2022.
The Internal Auditor stated that apart from the second point above, Internal Controls and processes are in place, and operated satisfactorily, to ensure the affairs of the Council and actions of the Councillors are within their remit and comply with the various regulations in force during the year.
It was resolved to approve the Internal Auditor’s report year ending 31 March 2022.
It was resolved that a letter of thanks be sent to Steve Corbett from the Chairman for undertaking the Parish Council Internal Audit.
27/22 To agree and sign the Annual Governance Statement 2021/22.
Drayton St Leonard Parish Council to ensure a sound system of internal control and that the systems will cover the preparation of accounting statements. The accounting statements for the year ending 31 March 2022 were confirmed to the best of the Parish Council’s knowledge and belief. The Annual Governance Statement within the Annual Governance and Accountability Return was approved and answers to questions 1 to 9 were agreed.
It was resolved to agree and sign Section 1 – Annual Governance Statement 2021/22 within the Annual Governance and Accountability Return Part 2.
28/22 To agree and sign the Annual Governance and Accountability Return 2021/22 Part 2 and to certify as exempt from a limited assurance review.
The Clerk provided year end bank statements, bank reconciliation statement as of 31 March 2022 and explained the figures to be inserted into the boxes marked 1 through to 11.
It was resolved to approve and sign Section 2 – Accounting Statements 2021/22 within the Annual Governance and Accountability Return Part 2 and to certify as exempt for a limited assurance review.
Drayton St Leonard Parish Council annual gross income and expenditure is below £25,000 for 2021/22.
29/22 To note the dates for the Notice of Public Rights and Publication of unaudited Annual Governance & Accountability Return will be displayed from 15 June 2022 until 27 July 2022 on the parish noticeboard and website.
30/22 To agree the Community Infrastructure Levy Projects List for the Village.
Project List was agreed and updated as follows:
1) Gravel Path – Cllr Farrant to investigate gravel costs to restore the footpath further and update the Parish Council.
2) Bench at the Ford – Cllr Dickerson and Cllr Farrant as project leads to investigate costs and agree a recycled bench design. Cllr Hayter to consult neighbours of the proposed location and design. Once information is obtained the Clerk will request permissions from Highways.
3) Noticeboard for Play Area – under consideration.
4) Footpath Signage – under consideration.
5) Play Area Bench Replacement or another location within the village – under consideration.
6) Bench commemorating the Platinum Jubilee – under consideration.
31/22 To receive an update regarding the Asset of Community Value Application.
Cllr Wellbelove advised no update had been received from South Oxfordshire District Council regarding this application and would continue to chase for a response.
32/22 To discuss issues arising from the post bag/email correspondence or any urgent correspondence that arrived after the agenda was published.
a. The CPRE Oxon Annual General Meeting to be held on 25 June 2022 was noted. Unfortunately, no Councillors were able to attend.
b. CPRE email received after the agenda was published on Friday 10 June 2022 regarding the consultation of key issues within the new South & Vale Local Plan 2041 requiring a response by Thursday 23 July 2022.
It was resolved that Councillor Dickerson would formulate and circulate a response on behalf of the Parish Council. All Councillors would review the documentation from CPRE to assist Cllr Dickerson with a response.
To raise items for the agenda for the Parish Council meeting on Thursday, 8 September 2022 at 7.30pm at the Village Hall.

• To discuss the Village Fireworks Event
• To receive an update on the Community Infrastructure Levy Action Plan
• To invite the Oxfordshire County Councillor and District Councillor Robin Bennett
